I know that these things can get quite complex but "all things being
equal"

Are 2 separate 20 minute aerobic workouts daily as good as 1 40 minute
aerobic workout daily ?

Any comments will be appreciated.

It depends.

You could train speed (ie HIIT) and two training sessions would be more
effective for this purpose. But it may be necessary to train endurance
beyond that.

Why does it have to be one or the either? To me doing one or two days
breaking into multi-session daily training is good. Also good to have a
volume day and also to wave load and intensity over a cycle.

So for example you may want to work speed/pace Mondays and Thursday,
moderate intensity on Tuesdays and long, slow distance on Saturday and
then do some cross-training on Wednesday and Friday.

No, it takes some time for your body to switch over from sugar burning to
fat burning.

The biggest disadvantage of two short workouts is that you have twice the
per-workout overhead: more time to prepare for the workout, more laundry, you
will also need to shower after each workout. So it's less convenient.

As far as effectiveness is concerned, the amount of volume is important, but
for endurance work, it may also be useful to incorporate longer efforts into
your schedule (though not every day). Running coaches usually recommend doing
one or two "long runs" (1-2 hrs)per week, and breaking the rest of the milage
into shorter runs.

Having said all that, 20 minutes is actually a very short workout, and 40
minutes is moderate but not long. (I'd call anything over 1 hr moderately
long and anything over 90min long.)

If you're doing HIIT, you probably shouldn't be doing more than 1 session in
the same day, so 1 session would still be desirable regardless of the
duration.

The only case I can think of for doing 2 sessions would be an endurance athlete
with a fairly high training load. For example, a runner on 70mpw may do
something like this:

Mon AM: slow 5 miles PM: intervals 5 miles (including warmup/cooldown)
Tues: moderately long run 12 miles
Wed: AM: slow 5 miles PM: Tempo run 5 miles total
Thurs: AM: slow 5 miles PM: slow 5 miles
Fri: rest
Sat: AM: slow 6 miles PM: slow 6 miles
Sun: long run 16 miles

Agreed, but the OP wants to do "2 separate 20 minute workouts, not
through hike the Appalachian trail.

The problem is that OP does not state training goals. Completing the workouts
is probably the means to some end, not the training goal.
