hi,
for repetition number 2 on a proper dumbell bicep curl, do i need to
lower the dumbell till my elbow lock vertically, then lift up
or
do i lower the dumbell to the 7 o'clock position (for right arm) (or 4
o'clock for left arm), then lift dumbell up?

It depends. You can use heavier weights if you don't go clear to the
bottom, and sometimes that's useful. Since (as far as I know) there is
no competitive standard for curls I don't see how it would matter.
