Not really. In normal medium to long term weight loss you will
typically lose about equal amounts of fat and muscle. The faster the
weight loss the higher the percentage lost will be muscle. This is
because it is easier for the body to metabolize protein and when in
starvation mode the body will try to horde fat, muscle being an
unnecessary calorie burning luxury detrminental to long term low
calorie survival.

So in the above example even a best case fat loss would be a pound and
a half and this is far from the best case scenario. That, and a 10,500
calorie defecit is pretty hard to achieve in one week. Assuming a
baseline of 2000 calories a day and no food it would entail running
about 10 miles a day. Try that for 7 days straight on no food and if
you survive will be in no shape for fighting or even sitting up.

It is much easier to lose the weight through water loss. By cutting
out all carbs for 2 days you can easily lose the first four or five
pounds and then lose the rest by natural perspiration and metabolism.
By not eating or drinking I lose about half a pound an hour (although
at you weight it will probably be closer to 1/3 pound an hour). If you
are still heavy at this point sweat and spit out the rest with a sauna,
rubber suit, etc.

After making weight put the weight back on by taking in water and
liquid carbs (gatorade, etc) first before eating any food and then
eating solid carbs first.

By using this method you will not need to cut your calorie intake much
and will not be burned out before the fight while maintaining your
muscle mass. You may have a slight dehydration "hangover" though but
this should not be severe with only a 9 pound weight loss.

If I can find some references I will post them but this is coming from
years of reading nutrition books trying to lose weight to get in lower
weight classes for powerlifting. Note also that through experience I
found that this was almost always a bad idea. Weight training while
losing weight (on a low carb, low fat diet) was always very difficult
for me to do effectively. I always got significantly weaker. (Losing
muscle mass?)

How much is "enough"? How ever many grams you eat are four more
calories to burn to get back into deficit. It is going to be tough to
do much weight lifting on a low carb, low fat diet too, especially the
large muscle buidling exercises (squats, etc). You will be doing more
cramping and getting dizzy than lifting. And even if you can lift, I
think you will still prerentially lose muscle instead of fat.

How can you agree here and disagree above?

Well, let's do some numbers. Assuming a baseline of 2000 calories and
your "enough" protein above adding another 500 calories (mostly protein
but some fat and perhaps carbs as well) and now he needs to run 15
miles a day every day. That is "not that hard"? I think this would be
hard for someone that runs marathons as a hobby.

He has 2 weeks, though. I wouldn't play the dehydration card card quite yet.

PSMF maybe? Going keto sheds a few pounds of water, too, doesn't it?

I've seen someone mention losing a pound of almost all fat in a day.
It involved walking 25 miles at 3.5mph and eating normally.

If you wanted to lose fat, you should have started earlier. Much earlier.
Can't do more than 2lbs a week there.

Thus you only have one option: fluids. You'll have to sweat it off. This is
a short term thing, and if you have not done it before make SURE you partner
with someone experienced in how to do it. If you have never done it, do NOT
EVER try it by yourself. You can kill yourself. Really. Do NOT stay
dehydrated for 9 days. You'll cause damage to your body. You may die. Please
do this with proper supervision.
