I was in pretty much the same position...
my cheap yet effective solution
Go to Home depot or Lowes and buy the following
1" black pipe cut to 5 or 6 feet and threaded both ends
-
2 pieces of 3/4 inch black pipe about 12 to 18 inches long
threaded 1 end only (or buy a 2 or 3 foot piece and hacksaw in half)
(don't have home depot cut them with its rotating machine .... it will
make a "bump" at the end which will interfere with the plates fitting)

2 reducing couplings 1 inch to 3/4 inch

Put a coupling at each end of the big pipe ... then a small piece in
each coupling ... tighten well ... you are done --- for under $20.

The outside dia of 1" pipe is 1 and 3/8 which is the most ergonomic
for many people - I believe this is what you were looking for.
3/4 inch pipe is about 1.1 inches outside dia ... this will fit MOST
standard plates, but not all ... take some plates along and check the
fit. If most of your plates fit but not all, you can open up the
offending plates a bit with a grinding wheel on a drill ...
Standard spring clips will not quite fit on the 3/4 pipe as is,
however they fit after being "opened" a bit with pliers.
My bar as made this way is plenty strong for 400 lb deadlifts,
but has bent at times if dropped ... can be bent back to straight
though.
The only disadvantage this bar really has is that it has no knurling,
however the texture is fairly good even without it ... chalk can help
your grip if the lack of knurling becomes an issue for you.
I also drilled a1/4 inch hole at the center of the bar and some 1/8
inch holes every foot out to line up my grip more easily.
