HIT is not particularly "dangerous", although it is far more likely to
involve you in injuries than almost any other approach. The problem with HIT
is not so much the danger, as that it is inappropriate for your present
condition.
You are not Mike Mentzer. What is good for him will not neccessarily be good
for you.
You will get better results in strength and weight loss from initially
having a more standard approach, as recommended in the links the others have
provided.

Yes. At 35% bodyweight, and a beginner at weight training, absolutely you
can and will gain muscle while losing fat as long as you control your
calorie intake.

None. There are no (legal) supplements that would help with your problem,
which doesn't matter because as an overweight beginner you will make strong
gains quickly. My only advice would be to limit the carbs you eat (helps
reduce your appetite), which almost certainly means you will automatically
increase your protein consumption (good for both building muscle and
suppressing appetite).
