I'm not yet to the point where I can deadlift sets of 135 lbs yet,
right now I can do three sets of about 100, 8 reps. Since the 25
pounders don't elevate the bar off the floor as high as the 45
pounders, my range of motion is greater than normal. Is this "bad"?
Should I stick to what I'm doing or not take the bar all the way down
between reps or just stop doing DLs for now until I can get up to 135?

There is no magic about the range of motion one achieves with a pair of
45's on an Olympic bar - although it is the standard for competition,
there is no reason one cannot lift safely through a greater range of
motion, especially with the kind of weights you're using.

Standard common-sense advice applies: use the best form you can, have
someone knowledgable watch you periodically to be sure you're not doing
something unsafe, and practice, practice, practice to get better,
staying far from failure.

In my opinion, you'd do better to deadlift six sets of four rather than
three sets of eight. The rest periods needn't be long but this will
keep you fresher, and it will also allow you to use a bit more weight.

Just my opinion.

Define "bad."

There are things such as blocks or power cages, with adjustable pins.
